The report highlights a "strong compartmentalization" of information, which led to Amra being treated as an ordinary inmate despite his criminal background.
The escape resulted in the tragic deaths of two prison officers and injuries to three others.
Justice Minister Éric Dupond-Moretti announced 17 recommendations aimed at improving information sharing and coordination among various agencies.
The report emphasizes the need for better evaluation of inmate danger levels and suggests that the penitentiary intelligence service must be more integrated into the broader intelligence community.
